Document the Off Cycle Releases #5273

The hotfix process does not appear to be documented, let's do that. We didn't use the official "hotfix" process, but the process we used to essentially fix a bug and push out an off cycle release wasn't clear to anyone so let's write it down.

Google doc is fine, we'll ultimately get it on the docs site though.

Rarely use, but have to run scripts
