Web vs Mobile Difference for Claims - Web allows file request upload after 5103 submission; mobile does not #5958

What happened?

When a veteran has an open claim with file requests associated with it, they have the option to submit a 5103, also known in our app as the "claims decision request", which attests to the VA that the veteran has no further documentation to add to the claim and that it's ready for review. That 5103 is only available when you still have open file requests (if you've filled all of the file requests, then it's assumed you're ready for review).

After a veteran submits a 5103, the UI/allowed behavior in web and mobile is different. On the website, veterans can still SEE and SUBMIT DOCUMENTS for, all of the remaining open file requests. On mobile, veterans can neither see NOR submit documents for, any remaining open file requests.

Steps to Reproduce

  1. Prep a user to have open file requests (will likely be Narin, see this #5533)
  2. Log in to the mobile app as that user, and also to staging.va.gov as that user. Notice that the UI & options are essentially the same for that claim (can upload documents for the file requests, or fill out a 5103 saying "I'm all done, this is ready for review")
  3. On either platform, submit a claim decision request (5103). On mobile, this is Benefits > Claims > Claim history > [specific claim] > Review file requests > Request decision > [check checkbox] > Request decision
  4. Now, look at the UI and options for the claim on both platforms. On the website, still can SEE and UPLOAD DOCUMENTS for the claim; can't on mobile.

Desired behavior

Not sure. @kellylein or another Product person will need to talk to Claims SMEs about this. Arguably the mobile behavior is better/more correct, because I imagine the VA wouldn't want a veteran to continue to submit documents AFTER saying they're done submitting documents. But I don't know, and the problem here is that we should be really certain we're doing the right thing because claims are very important.

@kellylein - finished (finally) the bug tickets related to claims file requests. @StacyB2023, these may end up fitting within the claims epic you're working on?

Either way, the first step here is to figure out the correct behavior from Claims SMEs/stakeholders.

@kellylein @TKDickson @StacyB2023 do we know if this is truly a bug? Even the desired behavior write out seems like mobile is doing it right and web is doing it wrong.

Just because mobile / web are different does not mean its a bug, especially a sev-2 in my mind when it feels that mobile is doing it correctly from the creation of the ticket. Mobile could have decided to handle it this way. It feels more like an enhancement vs a bug.

Kelly /Stacy - have you gotten any feedback from Claims ?

@bischoffa the way I was trained was to take a conservative approach -- if you think something could be a big deal, start out treating it that way. It's always easier to downgrade ("nope, we're fine to be different") than it is to upgrade ("hey all, this issue sat around with no one looking at it for months, and it turns out we were SUPER WRONG").

Agreed that it might turn out not to be a bug! We didn't/don't have the expertise on the team to make the call, so I'm looking forward to hearing what the claims SMEs say.

Message out to Rachel to see who the Claims contact would be. From ToT it seems that the Authenticated Experience team may be a good start as they talk about claims and there is no other explicit ToT Claims team.

From @jstrothman My understanding of the 5103 is that it's the VA's duty to notify Veterans of the evidence they must provide to substantiate claims. As you probably have seen: on VA.gov, we have pages that list types of evidence needed, such as for pension and for disability compensation. The pdf versions of the forms include the 5103 info as well. As you noted, on the web: if you've filled all of the file requests, but the claim has not yet been decided, you can still see and submit more evidence / documents. Two examples of reasons you might want to add more evidence: You have updated medical documentation that indicates your condition is worse You have an additional buddy statement or layperson's statement that speaks to the service connection of your condition
