Either way, the first step here is to figure out the correct behavior from Claims SMEs/stakeholders.
@kellylein @TKDickson @StacyB2023 do we know if this is truly a bug? Even the desired behavior write out seems like mobile is doing it right and web is doing it wrong.
Just because mobile / web are different does not mean its a bug, especially a sev-2 in my mind when it feels that mobile is doing it correctly from the creation of the ticket. Mobile could have decided to handle it this way. It feels more like an enhancement vs a bug.
Kelly /Stacy - have you gotten any feedback from Claims ?
@bischoffa the way I was trained was to take a conservative approach -- if you think something could be a big deal, start out treating it that way. It's always easier to downgrade ("nope, we're fine to be different") than it is to upgrade ("hey all, this issue sat around with no one looking at it for months, and it turns out we were SUPER WRONG").
Agreed that it might turn out not to be a bug! We didn't/don't have the expertise on the team to make the call, so I'm looking forward to hearing what the claims SMEs say.

Message out to Rachel to see who the Claims contact would be. From ToT it seems that the Authenticated Experience team may be a good start as they talk about claims and there is no other explicit ToT Claims team.
Rachel verified this is not a bug ticket, so I will be closing the ticket at this point.
Reopening it as PO wants to track this topic and see if there is a need for greater web/mobile affinity or to stay as is.

From @jstrothman My understanding of the 5103 is that it's the VA's duty to notify Veterans of the evidence they must provide to substantiate claims. As you probably have seen: on VA.gov, we have pages that list types of evidence needed, such as for pension and for disability compensation. The pdf versions of the forms include the 5103 info as well. As you noted, on the web: if you've filled all of the file requests, but the claim has not yet been decided, you can still see and submit more evidence / documents. Two examples of reasons you might want to add more evidence: You have updated medical documentation that indicates your condition is worse You have an additional buddy statement or layperson's statement that speaks to the service connection of your condition
Some reasons you might want to see the evidence you previously provided: You're uncertain whether you submitted a particular document You want to confirm that a document had a detail you thought it did You're planning to submit a decision review request, and want to review the evidence you previously provided You're meeting with a friend or VSO and want to show them what you submitted so you can talk about the strength of your application, or possible additions you might want to make

Not sure. @kellylein or another Product person will need to talk to Claims SMEs about this. Arguably the mobile behavior is better/more correct, because I imagine the VA wouldn't want a veteran to continue to submit documents AFTER saying they're done submitting documents. But I don't know, and the problem here is that we should be really certain we're doing the right thing because claims are very important.
