Add Fields on Claims index endpoint (Claims Step Expansion)

Overview:

VA.gov is moving the current state of the claims functionality from a 5 Step Claims Process to an 8 Step Process

Add the following fields from the Lighthouse response to the index endpoint

• "phase"

• “phaseChangeDate”

• “documentsNeeded”

• “developmentLetterSent”

Note that Lighthouse is in the process of adding the phase field through a field called latestPhaseType (should be completed within the sprint that this ticket was created.). All other fields are already present under the same name.
