QART - DevOps: remove all QA auto-assignment code and documentation #9398

At a recent QART sync, we decided that we would stop auto-assigning QA to tickets (because Zenhub/GHA struggle with the kind of logic we'd like to use to auto-assign, and we don't love the alternative of being assigned to everything right away -- too much noise).

This ticket is to:

[ ] remove the existing GHA code that's currently auto-assigning QA when labels are added to tickets
[ ] delete documentation (from #9193) about auto-assignment of QA

A note that I have disabled this workflow manually (https://github.com/department-of-veterans-affairs/va-mobile-app/actions/workflows/assign_qa_to_issue.yml); so at least we won't be assigned to issues anymore while we're awaiting this ticket work to remove the code & documentation.
