Icon Library: Update icons to align with VADS #144

Based on what we determined in #145, we need to update our existing icons to use the same icons as VADS.

This will include changes to the SVG file, name, and folder structure in the Assets package.
The new icons will need to be updated in our existing components.

Components that need to be updated:

[x] Link
[x] Alert -- it looks like this component was already updated in Storybook, but the success icon needs to be changed to check_circle.
