Based on the results of #145, prep icons for dev handoff.

To dos

[x] Create Figma branch
[x] Based on spreadsheet, collect SVGs from:
- [x] VADS Figma
- [x] USWDS
- [x] Material 5
[x] Rename all icons in Figma
[x] Replace all SVGs in Figma
[x] Export non-sprite icons from Figma at 24x24
[x] Handoff Material icons to engineering (#255)
[x] Document follow-up questions for VADS
