[CU] Add resolution to force ip to version ^2.0.1

Description of Change

Adds resolution/override for ip package to resolve to version ^2.0.1 to address dependabot issue: https://github.com/department-of-veterans-affairs/va-mobile-library/security/dependabot/19.

Tested on each platform to make sure there were no breaking changes.
