Manage custom hours for VAMCs in Drupal and display on Facility pages #10317

Background

Currently (8/22) facility hours are sourced from VAST. VAST can not support any variation from a standard model of Mon - Sun, open time to close time. There is no support for timings like:

Additionally, many VAMC facilities have emergency rooms which are open 24 hours, but that doesn't provide the necessary information to Veterans who want to plan a visit for non-emergency needs.

User Story or Problem Statement

As a Veteran, family member, or caretaker I want to be provided accurate and timely information about the hours of operation of a VAMC facility (and Vet Center?)

@mmiddaugh We could consider revising this to include VBA, MMU, and potentially Vet Center use cases?
