Redirect for Sitewide content #10533

Description

When: embargo lifts on Friday morning, ~10-11am ET (7-8a PT, 8-9a CT) POC: @DanielleThierryUSDSVA will update us with the final redirect URLs, and give us greenlight to implement the redirects. (Dave will be on PTO) Mission: Implement the redirect(s?), merge on Friday 9/2, doesn't have to be in time for daily deploy.

Hi, @jilladams and @allisonlu. Plans have shifted slightly with this and we can now implement a vanity url. I've filled in the information above. Could you implement for EOD today so we're all set for tomorrow morning? Thank you!

Redirects were not in place yesterday after merging, but after an evening of troubleshooting (shoutout to @jilladams and @DanielleThierryUSDSVA), John from Platform kicked off a deploy and now the redirects are working (as of 8:34p ET on 9/1/2022).
