Event > Facility location: Add VBA facilities, when VBA facilities are migrated to CMS

Description

In CMS, on Events > Location > Facility location: this field includes node references to facility content types. VBA facilities are not currently included, and cannot be specified as Event locations. When VBA launches VBA facilities, they should be added to this picker and handled in the Event template.

Acceptance Criteria

[ ] VBA facilities can be specified as an event location
[ ] Event detail page: when a VBA facility is specified in the CMS, VBA facility address information appears correctly in "Where"
[ ] Event list: when a VBA facility is specified in the CMS, VBA facility address information appears correctly in "Where"
[ ] Facility page, Events promoted area (e.g. https://www.va.gov/minneapolis-health-care/ ): when a VBA facility is specified in the CMS, VBA facility address information appears correctly in "Where". To appear in this area, the facility must have no Featured event, and Event must be next chronologic event.

@dsinla this came up today in a PW sync with Dave as follow on work that should happen after VBA facilities launch. Tagged for both our teams, as Dave isn't particular who does this work, so feel free to trigger for PW to implement when the time comes.

We have this Super Epic,

SE: Discovery and MVP definition for VBA facility / Regional Office product

...but as the title says I see this as only covering what's required to bring us to MVP definition. There is some dev prep work but it's more about laying the down some of the back-end knowns (what fields need to be in Drupal).

I like the idea of creating a bucket epic for now to capture future dev tasks so they're not missed. especially for something like this, where there are dependencies among our teams. I also think we need to wait for MVP definition to have something tangible against which to determine if something was missed. We have a pretty strong hypothesis that VBA sites will be like Vet Center sites + Menus + Events (so more sophisticated than VC's, not as complex as VAMCs). I don't wont folks writing tickets now "VBA sites must support the ability to list services at a location" "VBA sites must support displaying a Facility Operating Status", etc.
