Track and Follow Up On VAMC and Vet Center Facilities Flagged as New

There are multiple VAMC facilities listed as "new" on the Flagged Content page: https://prod.cms.va.gov/admin/content/flagged?type=vet_center_outstation&workbench_access_section__section=All

Important to track the status of each "new" facility in one place and follow up with editors about expected outcomes.

Acceptance Criteria

• [x] "New" facilities have been listed and are being tracked
• [x] Github tickets made using new facility runbook have been added when needed (linked within above document)
• [x] Communication has been sent out to editors when clarification is needed
• [x] Genuinely new facilities are sent to editors to encourage updating draft homepages
• [x] Facilities that have been duplicated within VAST are noted
• [x] Facilities that should be added within Drupal as VAMC Detail Pages and not official VAMC Facilities (i.e. Community Living Centers and Domiciliaries) have been noted to editors.
