Discovery: Current CMS PDF patterns for CMS Notifications

Background

After roadmapping guidance (#10794) from VA directive 6102, we have identified opportunities to help editors with appropriate PDF use in the CMS. We should determine what the current PDF patterns are and if the CMS "owns" all PDFs that are being uploaded.

Possible Dependency

The CMS team providing notifications around PDFs will only work if we have the PDF uploaded within the CMS and not just linked. We need to confirm that this is true.

Acceptance Criteria

• [ ] Determine which PDFs the CMS is hosting AND not
• [ ] Find all the ways in which PDFs are used/mentioned in the CMS
• [ ] Determine what the linking pattern is for PDFs
• [ ] Prepare findings to share with PM & PO
• [ ] Create artifact with findings
