Contact Us accordions are not contained within the same group

Describe the defect

On VAMC Contact Us pages, there are accordions that contain phone numbers and contact information the VAMC. This information is broken up alphabetically into 3 accordions, however they are not contained within the same accordion group which can cause additional cognitive load for some users as well as adds additional, unnecessary "Expand all" actions.

Additional Context

I believe this is a content entry issue? So in that case there may not be anything we can do about this - if that's the case I can discuss with Dave C about how to proceed/handle as I have found this way of entering accordions in many other places throughout the site.

When modernized VAMCs were migrated into Drupal, this paradigm was mimicked on many VAMCs. On one hand, this is a content entry issue. On the other hand, editors used a template that wasn't structured correctly.

Decision point: Do we want to ask all editors to revise the content? Or do we want to support a bulk migration programmatically / fix mechanism / one-time engineering fix?

• Drupal DB query may be possible. We probably need a SPIKE. (VAMC detail pages titled Contact Us that contain multiple accordion groups that contain a single accordion item)
• DECISION: @mmiddaugh : As an a11y-defect-4, this is minor, and Contact Us has bigger problems. We can address this as part of VAMC hardening efforts.

AC / Expected behavior

• [ ] Ensure all related accordions are contained within the same accordion group when adding content in the CMS

For clarity/future conversations:

• The alpha accordions on the Contact us page for Pittsburgh were built incorrectly using three accordion groups, rather than by adding accordion items to a single accordion group. This error was then cloned in the creation of all subsequent Contact us pages. -> it doesn't seem fair to make all editors address a problem that they did not cause and which won't be a teachable moment for them.
• It is a level 4 defect which is annoying but does not prevent Veterans or beneficiaries from accessing the information that they need.
• Fixing this specific problem is not a quick or easy fix.

Bottom line: The Contact us page is a strong candidate for hardening at some point and this problem should be addressed as part of that effort as fixing it independently is more of an effort than it merits.
