VA forms actions error

Description

On the VA Forms content, there are views for different actions (i.e. Changed filename, Changed title, etc.). When selecting one or more forms on these views and then trying to complete the appropriate action, I am getting an error.

Steps to recreate

1. Go to one of the VA forms view, like Changed Filename
2. Check one or more forms to act on
3. In the action dropdown, select "Remove 'Changed filename' flag"
4. Click "Apply to selected items" button
5. View Ajax error
