Setting up Spanish toggle for 3 more health care benefit pages

We recently published 3 health care pages in Spanish. We need the Spanish toggle added to the top like you recently did for us in disability.

The 3 pages are:

English https://www.va.gov/health-care/eligibility/ https://www.va.gov/health-care/how-to-apply/ https://www.va.gov/health-care/after-you-apply/

Spanish https://www.va.gov/health-care/eligibility-esp/ https://www.va.gov/health-care/how-to-apply-esp/ https://www.va.gov/health-care/after-you-apply-esp/

These pages are all live so the work can happen any time.

Acceptance criteria

[ ] English & Spanish toggles appear on all 3 pages
[ ] Tagalog toggle does not appear
[ ] Clicking Spanish loads Spanish page
[ ] Clicking English loads the English page
[ ] Verify existing toggles on https://www.va.gov/coronavirus-veteran-frequently-asked-questions/ are not affected by these changes. (Spanish, English, Taglog all work as expected)

Verified on Staging, these should deploy tomorrow.
