Initiative - Cemeteries / NCA Facility data #13031

Goal: Establish Facilities API data for NCA facilities in the CMS, including migration, data patterns. Eventually, move toward CMS as source of truth for VA.gov NCA facility data.

@kmariepat-cityfriends found this in Initiatives column (🎉 thanks for the pointer) -- updated title of this epic to include "NCA Facility data" and pulled in the NCA data related tickets that connect to being able to show NCA Facilities as locations on Events, per Dave's notes in sprint planning today. If this feels wrong, feel free to overhaul however makes most sense.
