Remove Patch and Bump Office hours #13211

Description

The bump of https://github.com/department-of-veterans-affairs/va.gov-cms/pull/13085 is failing because a patch is failing to apply. Need to investigate it the patch needs a re-roll or needs to be removed.

## Acceptance Criteria
- [ ] drupal/office_hours is bumped from 1.7.0 to 1.8.0
- [ ] Patch is either re-rolled and contributed upstream, or removed from our composer if it has already been merged in.
