Make CMS source of truth for facility related redirects [placeholder] #13325

User Story or Problem Statement

This is a placeholder for now that swirt will refine later.

Problems:

  1. Veterans get 404's during the window between when a facility is fully renamed in the CMS and when the redirect is depployed.
  2. Delays in adjusting the path to match the name creates confusion / lack of website confidence for veterans
  3. Helpdesk and Facility engineers spend a lot of time coordinating this change in runbooks.

Acceptance Criteria

Implementation steps

I need to spend some more time documenting this and laying out the suggested path.

This would reduce a lot of back and forth for Facilities and Help Desk
