The "Policies" page browser tab title format is incorrect, lists VAMC system name twice

Description

The “Policies” page has a different browser tab title format than other VAMC pages.

Currently, it has the name of the VAMC in question listed twice. (i.e. “VA Minneapolis health care | VA Minneapolis”)

• Most pages, i.e. “Stories,” display “Stories | VA Minneapolis health care” as the tab title. (Example)
• The “Policies” page displays “VA Minneapolis health care | VA Minneapolis” as the tab title. (Example)

This is consistent across VAMCs and has been mentioned by two editors.

Acceptance Criteria

• [ ] The "Policies" page browser tab title reads “Policies | VA Minneapolis health care” (or VA Atlanta, VA Houston, etc.)

I think this is most likely a FE issue, but it may also be that the CMS is passing it incorrectly.
