Discovery: Order of Facilities Listed on Top Task Pages Can't Be Modified

Description

As an editor at VA Coatesville, I do not like that the main Coatesville hospital is not listed first on the Register for Care page for my health care system.

I do not know how these facilities are ordered by the Register for Care page, because they show up in my preferred order otherwise, and I can't re-order them.

How are these facilities ordered when added to the Register for Care page? (Note: Each facility is a VAMC Facility Non-clinical Service node.) What determines their published order?

I would like to know the same things for the Billing and Insurance and Medical Records Top Task Pages.
