Update Vet Center editor login redirect for outdated content

Description

When a Vet Center editor logs in, they are automatically redirected to the dashboard for their vet center. This is misleading when they are coming in from an outdated content notification. In that case, they should be redirected to the outdated content tool.

Acceptance Criteria

• [ ] Add logic to the login flow so that a Vet Center editor who click on 'Review' in the outdated content email will be redirected to the outdated content tool after logging in. (/admin/content/outdated_content)
• [ ] Ensure this doesn't change the regular login flow.
• [ ] Requires QA review

Per @EWashb there is a slight change to this. Any user logging into the front page who is in a single section will be redirected to the appropriate dashboard. If a user is coming to the site with a direct link, i.e. /admin/content/outdated_content they will be directed to that page.
