11338 CMS: Compare Mental Health phone number reports

Jay identified facilities with discrepancies between the Appointment Phone or Service Location Phone fields that differ from the number we get from lighthouse. He also marked a few instances with a difference between lighthouse and the CMS but attributed those differences to out of date lighthouse data. He was able to spot checked match those.

per H.R.203 - Clay Hunt Suicide Prevention for American Veterans Act, the name and contact information of each mental health clinic must be provided to Veterans and the information should be updated not less than once every 90 days.
