Short lists cause short VAMC pages #13784

What happened?

The Minneapolis story page is truncated to the point that the left nav touches the footer.

Specs:

Steps to Reproduce

  1. View main system page for Minneapolis VAMC
  2. Observe left nav displays as expected
  3. Click "Stories" in left nav and navigate to https://www.va.gov/minneapolis-health-care/stories/
  4. Observe the shortened page and lack of padding between left nav and footer.

Desired behavior

Page should extend to appropriate length so there is usual padding between bottom of left nav and footer, as seen on main system page for Minneapolis or the Pittsburgh Stories page seen below:

Acceptance criteria

On VAMC pages, appropriate padding exists between the bottom of the left menu and the footer, regardless of menu length

Just confirmed this on several VAMC pages by stumbling into odd urls Other examples
