[CONSIDER] Vet Center service accordion design iteration #13940

Issue Description

Vet Center service accordions may benefit from a visual/semantic separation between national and local service descriptions.

Current experience

(The gray dots indicate the transition between national and local content.)

VAMC experience

On the VMAC pages, the local content is preceded by a visual/semantic header

Tasks

[ ] Determine the best Veteran experience for understanding the content within service accordions for Vet Center pages, considering
- Scannabiity
- Understanding of national vs local content (important when comparing how a service is offered at different Vet Centers)
- Appropriate "header" wording (Is "care we provide" right for services within the Other or Referral categories?)

Acceptance Criteria

[ ] Lo fi design with recommendation for iteration

Is this even a problem to be solved? Will return to Icebox until more pages are launched and we have feedback from the field/Veterans
