Facility Locator Enhancements/Improvements #14167

Background

Intention: aggregate epics of Facility Locator work that can be considered for upcoming iterations / during initiative planning.

@mmiddaugh @jilladams @davidmpickett @laflannery and anyone else who hasn't interacted with this epic but cares: Is there a distinction between this and 14041? Does there need to be? I am going to consolidate unless there is a good reason to have two ongoing epics for improvements to the location finder.

This was a previous attempt from me to organize all the various Facility Locator epics / topics into one visible place. Right now it's acting sort of as a parent epic (maybe properly considered a SuperEpic? SE:) that contains #14041, along with a few other sub-epics of logically grouped stuff:

Plus a grab bag of other dangler tickets that weren't already in an epic or didn't have logical groupings at the time.
