Traffic routing mechanism implemented for VA Preview Environments

Description

Outside of CMS's use of Content Build, currently Content Build is leveraged in many different VA.gov context. Examples include but are not limited to:

• Vets-website & vets-api review instances

We need to determine how Next Build will replace and/or coexist with Content Build for these needs.

Acceptance Criteria

• [ ] Identify all known uses of Content Build for CI in non-Content Build, non-CMS contexts
• [ ] Plan how Next Build will integrate in those contexts
