Build a staging prototype for Facility Locator mobile map

Description

Important: before we make any major changes in the mobile map experience, we need to make contact with the mobile app team to ensure that experience isn't broken as a result of our changes

• Refer to the Mobile map in the Figma file
• Refer to #15304 for expected results on mobile.

FL updates

We know the React code for the Facility Locator is aging. Opportunistic tech debt clean up / code updates are fine within reason:

• Any refactoring must be identified clearly for QA purposes
• Time investment should be managed. If an update will require more time than is reasonable within this prototype build, ticket it for prioritizing.

Acceptance criteria

• [ ] Prototype displays only in Staging.
• [ ] Production facility locator is not affected nor regressed by any changes
• [ ] Prototype enables testing the functionality annotated in Figma.
• [ ] Build matches Figma designs.
• [ ] Each result displays:
  • [ ] result number
  • [ ] facility name
  • [ ] distance from the search location
  • [ ] facility information
• [ ] Design review
• [ ] Research review (Dave / Jordan) to ensure research goals are addressed

In prior discussions with engineers, it was determined that Staging would be the best fit for this prototype given the Mapbox functionality needs.

• Probably an ~8, may need to break it down more once we get started
• Eli has thoughts about bringing this old crusty React code up to snuff. This is a good idea and also we will need to strike a balance on tech debt cleanup + regression risk + time investment.
• If Eli is not the one to work this ticket, whoever is assigned should have a kickoff conversation with Eli for a walkthrough of risks / potholes / implementation notes, before they start work.
