[CONSIDER] Allow VAMC facility level health service descriptions #14677

Problem statement(s)

A health service for a VAMC health system and its facilities inherits the national description from the VA service taxonomy, whether or not it is entirely accurate for the system. An editor can add a short paragraph/up to 6 bullet points to represent the types of care provided across the system which is then propagated to all of the facilities, whether or not they provide each of those types of care.

User stories

As a VAMC editor, I need to be able to accurately represent the the types of care and/or procedures which are available

so that Veterans understand where they should receive care.


Variations

Example: A VAMC system offers the following radiology services

Xray services may be universally available at all locations but PET scans may only be available at the Medical Center.
