Front end query for VBA menu per spec in 14263

Adding or editing queries currently has limited documentation and is Drupal heavy, so may be time intensive. A Drupal playground would be helpful for front end queries. A GraphQL version is likely available.

Spec is for the query in the MVP, not a template at this time.
