Notes from planning: @xiongjaneg

1. VBA Service Location: need to review tickets in https://github.com/department-of-veterans-affairs/va.gov-cms/issues/14683 In refinements, and understand the tradeoffs to VBA ship timeline if our approach includes modifying what works today on VAMCs.
2. In Dev epic, https://github.com/department-of-veterans-affairs/va.gov-cms/issues/12595, need to review FE "Skeleton" & template tickets and make sure they're updated in light of planning discussion that all of VBA pilot MVP data will live on a single page with a single URL, and these data chunks are more like subsections.
3. PPMS: need a stubby ticket for the meeting and follow up that will unblock #13359
