Remove CMS Announcement block

User Story or Problem Statement

The "cms announcement block" was a custom approach to being able to position announcements to editors in specific places in the site. It was created by the CMS team. Almost as soon as this block was created and rolled out, we switched to using the Sitewide Alerts contributed module which offered all the power of the cms announcement block and so much more. The CMS announcement block was rendered obsolete within weeks of when it was created.

To avoid cruft and confusion, the cms announcement block should be removed from the codebase.

Acceptance Criteria

[ ] Delete the only instance of a cms announcement block (content). https://prod.cms.va.gov/admin/structure/block/block-content?info=&type=cms_announcement
[ ] Delete cma announcement block type (config) (/admin/structure/block/block-content/manage/cms_announcement)
[ ] remove references to cms_announcemnt from vagov claro theme
[ ] Close this related ticket https://github.com/department-of-veterans-affairs/va.gov-cms/issues/9853
