VBA RO: Modify supplemental status vocabulary fields

In order to support the use of supplemental status as status on VBA we will need some fields added to the existing facility_supplemental status vocabulary.

questions for refinement

• Do we need the capability of different suggested description text for each facility type? (Example: Do we need VBA to have different text suggestions than Vet Center?) - Answer from call: Yes we do.
• Do we want to replace standard facility status? (answer from call: No we do not) There are some drawbacks:
  • Current ability to bulk change VBA facility status would go away and probably need to be rebuilt.
  • Current status push would need to change.
  • A lot of logic would need to be added to make sure editors can only pick one status type.
• Choose checkbox text Available to NCA, Use on NCA, Use for NCA, Show on NCA ...

1. Boolean checkbox fields
   • [ ] Available to NCA (Use on NCA? Use for NCA?, Show on NCA?)
   • [ ] Available to VAMC
   • [ ] Available to VBA
   • [ ] Available to Vet Center
2. Type of status
   • [ ] A select list using the the following key value pairs
   • operating_status Operating status
   • weather Weather
   • site_conditions Site conditions
3. Description fields for each facility type Similar restriction to (status more info)
   • [ ] Description for NCA
   • [ ] Description for VAMC
   • [ ] Description for VBA
   • [ ] Description for Vet Center
4. Boolean checkbox Overrideable description flag. (This determines whether the description can be overridden at the facility level.) Question: Do we need one per description?
5. Field sets for each facility type that the fields above should live in.
6. Option label and status Id should be moved to just beneath the term title on both View and Edit modes.
7. Add "Conflicts with"
   • [ ] field that is checkboxes for the for proper operating status values. This will be used to filter terms that can not be used with a specific operating status.
