Centralized Content: Revision log message label hidden on edit screen

Describe the defect

As a content admin (NOT a super admin) on the edit node of centralized content, the label for Revision log message has been set to display: none

To Reproduce

Steps to reproduce the behavior:

1. Log into the CMS as a Content admin (I was using Randi Hecht on staging)
2. Edit an existing Centralized content node. Example: https://staging.cms.va.gov/node/61744/edit
3. Scroll down to the "Editorial Workflow" section
4. Note that there is no visible label for "Revision log message"
5. When you inspect, also note that the CSS has been added for display: none

AC / Expected behavior

• [ ] "Revision log message" should be available but visually and programmatically but removing the CSS property display: none
• [ ] Accessibility review

Good find @laflannery. Thank you for reporting it. I do not think Centralized Content is a Facilities product. It was built by me while on CMS team and it is available to all of the CMS ecosystem, it is just Facilities that has leveraged it first. @xiongjaneg and @jilladams thoughts?

@laflannery @jilladams A number of our VBA issues are related to centralized content, and we're waiting for CMS Team to respond to our request for a collab cycle meeting, so this issue can roll in with those.
