Rationale for adding this term

The term Veteran connections is a blobby term, that may need to be split into 2 or more separate terms.

From an order of operations standpoint, we could:

  1. ADD State and local benefits & Veterans service organizations as part of VBA MVP and
  2. Evaluate a path to migrating data out of Veteran connections into new fields
  3. ARCHIVE Veteran connections
