FE: Finalize structure of CSV -> JSON for Police data

User Story or Problem Statement

A method has been added to open or download CSVs using lib-curl and output to a JSON object in this spike.

We must get the final or at least partial data to start processing those CSVs from Axon. We put specifics of what we would need in the columns here

Acceptance Criteria

• [ ] Get structure of CSV for contact data (contacts for police for facility)
• [ ] Get structure of CSV for Axon Records (Prosecutions)
• [ ] Get structure of CSV for Axon Standards (Professional Standards)
• [ ] Get structure of Use of Force data (as reported to FBI)
• [ ] Create single JSON output for each facility as a list of systems that contains a list of facilities, and a list of facilities with the data for each facility.

Assuming we get the data questions answered in the Nov. 9 meeting with the vendor, this could move into sprint 97.

Points estimate is based on getting data one row per event, so some data analysis will be needed (using Javascript). This will require manual processing and take additional time.
