Add to library missing from most media forms

Describe the defect

Similar to this defect https://github.com/department-of-veterans-affairs/va.gov-cms/issues/15979 But applied to all other media forms. The following media add forms are missing the option to be able to make them re-usable.

• https://prod.cms.va.gov/media/add/video
• https://prod.cms.va.gov/media/add/document_external
• https://prod.cms.va.gov/media/add/image

To Reproduce

Steps to reproduce the behavior:

1. Go to '...'
2. Notice there is no checkbox for "Reusable"

AC / Expected behavior

• [ ] /media/add/video has a Reusable checkbox visible
• [ ] /media/add/document_external has a Reusable checkbox visible
• [ ] /media/add/image has a Reusable checkbox visible
