Media types have revision logs but no way to see them

Describe the defect

When editing a media item (of any type) revision log messages are an option that we encourage (for some reason not required) but there is no revision tab to be able to see the revision log or anything related to the revisions

To Reproduce

Steps to reproduce the behavior:

1. Go to 'https://prod.cms.va.gov/media/add'
2. Add any type (except external)
3. See the field for a revision log message. (missing on external, which is also a defect)
4. Edit an existing media. Notice there is no revision tab.

AC / Expected behavior

Probably two options here A) either display the revisions tab for all media types B) remove the revision log message field from all media types if there is no way to surface this information

Additional context

Ideally we want all edits of any editorial content to be able to track revisions. We require revision log messages on all node content types for that reason. This is not quite working for our media types.
