Rename Cerner to Oracle Health #16079

User Story or Problem Statement

As of Nov 2023, Oracle has acquired Cerner, and Cerner is now referred to as Oracle Health.

In our implementations related to EHR, Cerner is used in key places throughout code and documentation. We need to update those, presumably.
