CMS: Rename Cerner to Oracle Health #16081

Description

Drupal contains a field for managing which EHR system a VAMC uses. That field contains a value for Cerner, which is now Oracle Health, and we need to update the UI.

Where is the field? In prod CMS:

  1. Content > Filter by content type = VAMC System, identify the Healthcare System, Edit.
  2. On the system node, go to the "VA Health Connect and Health Records System" panel.
  3. Under Electronic health records system, click "Electronic health records system" and see 2 options: "Cerner" and "Converting to Cerner"

Discussed with Michelle: not a priority for right now, good to keep an eye on long term as there were some communication confusions during Lovell cutover based on the naming in that field. Iceboxed, effectively.

We don't know the size of the engineering effort. It could be as simple as renaming options in the field config. But: if anything in KISS or FE is dependent on the current naming (maybe if Drupal option name changes changes the GraphQL value going through?) that could break stuff. So if/when we pick it up: we do need eng to look into how big the effort is.

Also: pulled this out of the Public Websites purview and keeping it with Facilities. PW owned it historically just bc they helped develop all the mechanisms for cutting over a facility from VistA to Cerner/Oracle Health for EHR. But these days: the mechanisms are well understood and all the impact / business relationships properly belong to the Facilities team.
