[CONSIDER] Rename VAMC "Policies" pages to "Privacy and policies" per CAIA guidance #16234

User Story or Problem Statement

When getting IA guidance for Police Transparency, we also got a suggestion to rename all the VAMC Policies pages to "Privacy and policies"

This would help address platform IA feedback about police vs. policies

Note to developers: That upstream issue at Codit: Menu Tools has been completed so MenuManipulator->changeMenuTitle()

The node would have to be renamed by some other code, but that would handle the menu in a script similar to scripts/content/VACMS-16233-reorder-vamc-menu-items.php

THere are helpers in script-library to handle revisions and forward revisions.
