Bug: CLP form requires hidden fields without user-facing error messages to enable fixing it

Description or Additional Context

While trying to archive https://prod.cms.va.gov/initiatives/recognizing-lgbtq-veterans-during-pride-month, we found a bug. Might be D10 related? Unclear.

In order to archive this node, here are the fields that had to be added, in order to successfully save: Downloadable Resources page segment is requiring

Was working on repro steps and can't repro so: nevermind. Here's the thread that sparked this half baked ticket (internal A6 thread): https://agilesix.slack.com/archives/C01DTUNHFE2/p1701893319933709, and we can revive it if we get any new reports of not being able to archive a CLP.
