Transfer ownership of Healthcare react widgets from Public Websites #16547

This is a frequent topic of conversation, so I'm using this ticket to track the minutiae.

Description or Additional Context

Public Websites has historic connection to each of the 5 health care widgets on VA.gov:

New owners

The 5 health tools pages now have ownership on the Health Tools Crew, documented here: https://github.com/department-of-veterans-affairs/va.gov-team/blob/master/products/public-websites/healthcare-widget-support/readme.md

Public Websites has backlog items that can be transitioned to each of these new teams, include flipper deprecations, and Collab Cycle feedback from page launches that was assigned to Public Websites at the time.

CTA Widget

The CTA widget is one technical implementation that is shared across all 5 pages. It's not currently possible to transition ownership of that widget without either forking it and making it specific to each page, or some other architectural solution. We need to decide what we're going to do with that.

Noting: from a couple conversations with these teams, the perspective so far is that they own the actual tools that manage appts, Rx, lab results, etc., but not necessarily the entry page, which I think originated with Sitewide Content / Public Websites. To get traction here, it may be worth Dave discussing with the relevant POs.
