Healthcare CTA React widget: transition work #16559

Healthcare CTA widget is shared by appointments, prescriptions, secure messaging, medical records, and lab and test results. If we want Public Websites to no longer maintain it, we need to understand who should own it instead, given that the functionality spans products.
