Add regression test(s) for winnower #16723

User Story or Problem Statement

As discovered in #15901, there were regressions to the Winnower at some time in the past. This ticket would add tests that would alert us to future regressions so we could address them proactively.

Acceptance Criteria

[ ] Test the server-side winnowing
- [ ] field_office
- [ ] field_listing
- [ ] field_facility_location
[ ] Test the client-side winnowing
- [ ] VAMC Facility health service (we might already be testing this)
