User story

AS A Veteran I WANT to be see Step 1 for applying in my results based on my answers SO THAT I can see if I qualify for a discharge upgrade

Engineering notes:

• review the existing content for typos
• Dynamic content based on branch, reasoning, etc.
• Download form button
• Need help info box after form button
• Testing: Cypress tests
• Testing: Unit tests (for display conditions logic)
