Heading with no content on Operating Status page #17006

Describe the defect

On the VAMC Operating Status page, I found an H2 display with no content underneath.

To Reproduce

Steps to reproduce the behavior:

  1. Go to Boston VAMC Operating Status
  2. Scroll down to "Situation Updates and information" heading
  3. Notice that there is no content underneath this heading, just the next heading directly after it

Possibly related to this banner which has never been Published https://prod.cms.va.gov/node/64848/revisions but was used to send Gov Delivery updates?

I was able to recreate this behavior on Staging. 1) Go to a VAMC Operating Status Page (e.g. Operating status | VA Wilmington health care) 2) Preview it to confirm Situation updates header isn't showing 3) Create a new VAMC Banner Alert with Situation Update and add it to this Operating Status page but DO not click published check box 4) Add at least one Situation Update to the VAMC Banner Alert with Situation Update 5) Save the VAMC Operating Status Page 6) Preview the page again and you will now see the empty header
