Front end: Update VAMC Police data page after collab cycle midpoint changes

User Story or Problem Statement

Design updates were made in #16329 after Midpoint review feedback. This is to implement those design updates on the front end.

Changes noted to the Sketch file.

Changes made:

Added Use of force and Weapons discharge definitions
Split definitions up into 3 additional info components that correspond with each data section.
Moved How to contact us section above the How to request a police report section
Added Search button
Some component annotations about V3 may be inaccurate so check the comments for Laura's notes.

[ ] The updated Sketch file is reviewed and Jordan is consulted if needed.
[ ] Use of force and Weapons discharge definitions are displayed.
[ ] Additional info components that correspond with each data section are displayed.
[ ] How to contact us section is moved above How to request a police report section.
[ ] Search button appears after date and facility selectors.
[ ] The page is consistent with the updated Sketch file.
[ ] Requires design review (add to PR)
[ ] Requires accessibility review (add to PR)

Use of force and Weapons discharge will come from the FBI report which is currently in a Word doc and needs to be csv.

The info text is tied to having the React widget built.
