<ul> appearing on View node but not Edit in CMS #17229

Background

I've seen this a few times, so far only on Facilities pages but I can't say for sure that it's only on there (I found it there because I'm looking at Siteimprove and that only has access to VAMCs) so maybe this is a Text editor issue and therefore a CMS issue?

Description

And accessibility issue is occurring where there is an empty <ul> on the FE. When I look in Drupal I can see it on the View node. However, when I go in to edit the content to remove the code, it doesn't exist. This does tend to sort itself out and remove itself when I resave the mode but why is it appearing in the first place?

@EWashb This just feels very CMS global, it just seems too weird for it to be Facilities specific so it seems like I should assign to CMS team. But obviously want to know your thoughts
