[CONSIDER] Support editors creating new content #17434

Problems to solve

As an editor at a VA facility, I want to inform the population I serve about critical announcements or changes in benefits or services so that they can take the appropriate action(s). As a member of the OCTO Digital Experience team, I want to prevent the creation of duplicate content so Veterans and other beneficiaries have access to accurate, consistent, and timely information coming from a single source of truth.

Examples

How might we help local editors 1) decide whether or not they should create content about a topic, and 2) discover existing content which they can use to communicate to their population?

How might we help VHA, RCS, and VBA leadership discover content to use in national spotlights on facility pages?

How might we provide this support in an efficient way and in contextually relevant locations?

CMS team can look at possible solutions within the tech like a space on the dashboard or within the KB for new content updates. Possibly a feed of some sort as a long term solution. However, this may be dependent on a tagging system because not all content updated will be of importance enough to tell all of our editors about.
