Consider: Reduce cardinality of Service Location on VAMC Facility Non-Clinical Service to 1 #17503

User Story or Problem Statement

On VAMC Facility Health Services, we limit editors to 3 Service Locations. There was no limit set for Non-Clinical Services which seems like an oversight. Based on a quick audit it doesn't seem like the cardinality needs to be more than 1.

Description or Additional Context

There are currently only 6 instances (out of 600) of VAMC Facility Non-Clinical Services that have more than 1 Service Location (full Drupal Report). With a quick review of the pages where these are showing up, it doesn't seem like any of them are intended use cases for multiple Service Location.

@davidmpickett Would editors need to remove the current instances of multiple service locations before making this change?

Per VHA DM and Program office SMEs facilities are expected to have 1) an in person location and 2) Veteran-facing hours of service listed for their Billing and insurance, Register for care, and Medical records pages
